Request for Proposals: Construction Manager, Wailupe Stream Stabilization Project

Mālama Maunalua is seeking a qualified Construction Manager to provide construction management and inspection services for the Wailupe Stream Stabilization Project in Āina Haina, East Honolulu.

This project will repair two active headcuts and failing grouted rock wall sections along Wailupe Stream — arresting sediment loading into Maunalua Bay’s coral reefs and restoring habitat connectivity for native stream species, including the ʻoʻopu nākea. Construction is funded by a NOAA grant (Award No. NA23NMF4630058) and will take place within a single dry-season window in coordination with the City and County of Honolulu, Department of Facility Maintenance.

The selected Construction Manager will oversee scheduling and contractor coordination, budget and payment review, weekly progress reporting, document control, regulatory compliance monitoring, quality assurance, and project closeout through the one-year contractor warranty period.

Proposals are due Friday, September 25, 2026 and should be submitted by email to Dan Arencibia, Program Manager, at darencibia@malamamaunalua.org. Direct all questions to Dan.

The full Request for Proposals, including the Scope of Work and Exhibits A–D (project design, basis of design report, MOA with the City and County of Honolulu, and NOAA Notice of Award), is attached below.
